Ipsen Honored with Justice for Homicide Victim's Highest Award:
The Ellen Griffin Dunne Award

Justice for Homicide Victims (JHV) recognized ADDA President Ipsen's two decades long commitment to public safety of and victim's rights when it honored him on Sunday, April 22, 2007. Ipsen was given the prestigious Ellen Griffin Dunne Award. The award is given to one person each year who has shown exceptional leadership and dedication to victims rights.

Following the event, Ipsen said that he was particuarly honored to be put in the same category as past years recipients including:

  • Senator David Drieier (2006)
  • Governor Jerry Brown (2005)
  • Governor Gray Davis
  • Governor Pete Wilson

APRIL 23, 2007 MARCH ON THE CAPITOL: National Crime Victims Rights Week
Sacramento California was again filled with Crime Victims Rights Groups as Crime Victims United marked the beginning of National Victims Rights Week on Monday, April 27, 2007. Steve Ipsen gathered along with Victim's Rights Leaders like Coleen Campbell of Memories of Victims Everywhere ( M.O.V.E), Marc Lunsford of the Jessica Marie Lunsford Foundation (Jessica's Law) , Lawanda Hawkins of Justice for Murdered Children (JFMC), and Justice for Homicide Victims (JHV) in order to make sure Sacramento politicians hear the voice of crime victims.

Testimony in Sacramento

Ipsen Testifies: Solicitation to Commit Murder and Human Trafficking of Children "Serious Crimes"

Tuesday, April 24, 2004: ADDA President Ipsen testified as a Co-Sponsor of AB426. The bill would add two crimes to the statutory list of "serious crimes". Following his testimony, the bill passed the Public Safety Committee. If passed by both houses and signed by the Governor, the bill would make the crimes of:
  • Solicitation to Commit Murder, and
  • Human Trafficking of Children for Sex

"serious" under California Law. Currently these crimes are currently not considered "serious" in California. The Association of Deputy District Attorneys (ADDA) is co-sponsoring the bill with Crime Victims United and its Chair Harriet Salarno. The bill is being carried by Assemblywoman Galgiani (D). Ipsen and retired DDA Doug Pipes wrote a similar bill last year with former Assemblyman Rudy Bermudez that would have added additional crimes to the list. That Bill failed to pass.

AB426 passed through the Public Safety Committee and will be watched by the ADDA and our allies in this fight. Be prepared to write letters of support in the near future.
